House Bill Includes Incentives For Energy Efficiency Projects - Sort Of

Yesterday the Ways and Means committee passed draft legislation that if enacted would provide for significant incentives for commercial and individual efficiency improvement projects.

I've read the relevant portsion of the bill 3 times and I confess I cannot figure out what it says. For example, it describes for individuals that there is a provision for a 30% tax credit up to $1500 for qualified projects, but doesn't define "qualified project." Later it talks about fuel cells and alternative fuel vehicle refueling stations and limits up to $200,000.

I don't understand why these bills have to be written in ways that make it impossible to figure out the meaning and almost certainly have different results than intended.
